For cookie consent and privacy policy generation, Termly is honestly still solid—Axeptio, Cookiebot, and Consentmanager are equally strong EU alternatives, but Termly's template breadth is hard to beat. Pick a EU tool if you want data sovereignty: Axeptio (France), Cookiebot (Denmark), Consentmanager (Sweden) all do the same job locally.
For DSAR, though: Termly is weak. ECOMPLY, GDPR Register, or caralegal are built for this. They have workflow automation, bulk-fulfillment tracking, and audit-ready proof. Kertos or DataGuard add expert guidance if compliance scares you.
GDPR Form loses the cookie-banner game entirely—it's not a CMP, and it won't replace Termly's cookie scanning. But if DSAR is your pain point, GDPR Form's honest, SME-sized approach beats Termly's underbaked DSAR module.
